Do betta fish need a water heater and filter in their tank to live a healthy life?

It is a male half moon betta fish and it is currently leaving in a very very very small tank with no type of heater or filter

This is an excerpt from this month’s issue of Aquarium Fish International-
“Because bettas come from standing water habitats, there is a myth that they can be maintained in containers as small as jam jars. To be fair, bettas won’t die immediately when kept this way, and compared to most other fish, they will put up with such conditions for quite some time. In particular, being able to breathe air means they are less sensitive to the lack of oxygen in the water.
But bettas can’t be kept in bowls or jars indefinitely, at least not without a huge amount of work. Betta breeders in Southeast Asia do keep their fish in bowls, but unlike the homes of North American or European aquarists, homes in Southeast Asia will already be a tropical temperature, removing the need for additional heaters. A betta maintained in a bowl at temperatures less than 77 degrees Fahrenheit will be too cold to survive long term, and will become sufficiently weakened that it will sicken and die sooner or later. Bettas are, unarguably, tropical fish.
Bettas maintained in bowls by serious breeders also receive substantial daily water changes. This dilutes the amount the ammonia in the water, keeping the betta healthy. Without either daily water changes or a filtration system, the ammonia in the bowl quickly reaches toxic levels, stressing the betta and making it prone to opportunistic infections, such as fin rot.
The bottom line is that unless you’re a professional breeder in Southeast Asia, you should not be keeping bettas in bowls. Using the heating in your home to achieve a balmy 82 degrees Fahrenheit just so your betta stays healthy would be insanely expensive, and the chore of doing 90-percent water changes every day will quickly stop being fun. If you want to keep a betta, buy an aquarium with a heater and filter.”
